"Qualification characteristics positions of workers in the field of physical culture and sports"

I. General provisions

1. Qualification characteristics included in the section "Qualification characteristics of positions of workers in the field of physical culture and sports" of the Unified qualification reference book for the positions of managers, specialists and employees (hereinafter, respectively - qualification characteristics, CAS), are regulatory documents designed to justify the rational organization of labor, proper selection, placement and use of personnel, ensuring unity in determining official duties employees and presented to them qualification requirements, as well as decisions made on compliance with the positions held.

Qualification characteristics reflect the specifics of the activities of employees in the field of physical culture and sports (hereinafter referred to as employees) in the performance of the functions assigned to them.

The section "Qualification characteristics of positions of workers in the field of physical culture and sports" of the EKS consists of 4 sections: I - "General provisions"; - "Positions of managers"; III - "Positions of specialists"; - "Positions of employees".

2. Qualification characteristics are used as regulatory documents or serve as the basis for the development of job descriptions for employees containing a specific list of their job duties, taking into account the specifics of the organization of work, as well as the rights and responsibilities of employees. If necessary, the job responsibilities included in the qualification description of a certain position can be distributed among several performers.

3. In order to improve the organization and increase the efficiency of the work of employees, it is possible to expand the range of their duties in comparison with the established corresponding qualification characteristics. In these cases, without changing the job title, the employee may be entrusted with the performance of duties stipulated by the qualification characteristics of other positions that are similar in content to work, equal in complexity, the performance of which does not require a different specialty and qualification.

4. The qualification description of each position contains three sections: "Job Responsibilities", "Must Know" and "Qualification Requirements".

The section "Responsibilities" establishes a list of the main functions that can be fully or partially entrusted to the employee holding this position.

The "Must Know" section contains the basic requirements for an employee with regard to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other documents, methods and means that the employee must be able to apply in the performance of official duties.

The "Qualification Requirements" section defines the level of professional training of the employee necessary to perform the duties assigned to him, as well as the required length of service.

5. Compliance of actually performed duties and qualifications of employees with the requirements of qualification characteristics is determined in accordance with the established procedure. At the same time, special attention is paid to the quality and efficient performance of work.

6. Persons who do not have special training or work experience set forth in the "Qualification Requirements" section, but who have sufficient practical experience and who perform the duties assigned to them qualitatively and in full, on the recommendation of the attestation commission, are appointed to the relevant positions in the same way, as well as persons with special training and work experience.

II. Leadership positions

Higher professional education in the field of physical culture and sports, work experience in the direct training of an athlete - a member of a sports team for at least 5 years or higher professional education in the field of physical culture and sports, work experience as a head coach of a sports team for at least 3 years.

State coach (by sport)

Job responsibilities. Ensures the implementation of the state policy for the development of the sport on the territory of the Russian Federation. Analyst (by type or group of sports)

Job responsibilities. Analyzes the performance results of sports teams and individual athletes in sports competitions, as well as their level of special physical, technical, psychological and other types of preparedness, develops proposals for adjusting plans for their training. Develops recommendations for improving the methodology for training athletes of sports teams based on survey data (pedagogical, physiological, psychological, biomechanical, etc.). Participates in the preparation of current and future plans for the training and competitive processes, target programs for the stages of preparation of sports teams, and also conducts comparative analysis current and long-term plans of training and competitive processes with the results of their implementation.
