- the agreement between the Russian Federation and the Republic of Belarus dated 24.01.2006 regulates the general procedure for entry and registration on the territory of the Russian Federation of citizens of Belarus, which should be taken into account when they move and find employment.

What documents are not needed
Belarusians do not need visas or temporary residence permits. They can enter the Russian Federation without these documents under the Agreement concluded on January 24, 2006 between the Russian Federation and the Republic of Belarus. Also, according to paragraph 1 of Art. 97 of the EAEU treaty, citizens of Belarus do not need a work permit in the Russian Federation or a patent. So, when applying for a Belarusian, do not ask for these documents.
Letter of the Ministry of Labor of the Russian Federation dated December 17, 2015 No. 16-4 / V-823 informs that it is not necessary to require a VHI policy when accepting a citizen of the Republic of Belarus. The employer also does not have to require the presentation of the CHI policy.
Features of taxation
Income tax for citizens of the Republic of Belarus is 30% (clause 3), however, if the contract is concluded for more than 183 days, taxation of 13% is applied from the moment of its conclusion (clause 1).

Since citizens of the Union State have the same rights and guarantees when they are hired in the Russian Federation, the question of what documents Belarusians need to work in Russia, as a rule, does not arise either for a new employee or for the personnel department. It goes without saying that the list of documents when hiring a Belarusian will be the same as in the case of hiring a Russian, that is, in accordance with Article 65 of the Labor Code of the Russian Federation.

The income of an employee who has citizenship of the Republic of Belarus is taxed at a rate of 13% in two cases:
