Work for Belarusians in the Russian Federation. Shift work in Russia for Belarusians: search rules. What is a watch

29.10.2020

The Moscow region and the north of Russia have been popular with immigrant workers for centuries, especially from neighboring countries. But The best way work is shift work. Such employment is often offered by large companies.

Of course, for really high-paying positions, you will have to compete for a place and prove yourself in the best possible way, due to significant competition. But there are plenty of options where they offer a minimum salary, or it will be slightly below the average. It also depends on the specific region.

For work on a rotational basis, it is best to contact the personnel services distributed in the regions. Here the probability of getting a decent and well-paid job is much higher.

What should Belarusians who are looking for work in Russia know?

Citizens of Belarus, before contacting the employer of a vacancy, should carefully read it. You need to pay attention to when it was posted, it is important that it is fresh, especially if it is a prestigious job with a high salary. At the same time, it should be compared with similar positions on other sites in order to more accurately understand how plausible the indicated salary is. It will be a big plus to see reviews about this employer in various forums.

What vacancies are in demand?

Belarusians are hired to work in the Russian Federation according to their specialization and qualified workers with good experience are hired for highly paid positions, those who have a standard salary or below average can be recruited without special skills. The most popular standard shift jobs in 2020 are:

  • guards/watchmen;
  • packers, loaders, transporters, pickers, ;
  • babysitting, home workers;
  • handymen;
  • drivers, carriers, truckers

In order to get more high paying job, you need not only experience and a certificate of education in the right areas of work, but it is also important to contact employers directly. If you look for employment in Russia with the help of intermediaries, then you should remember that they will ask for their share of payment.

Regarding high-income professions, they usually provide for a difficult schedule and not always good living conditions, this is especially true for builders.

Also well paid are engineers in public or private firms, highly qualified specialists in oil and gas production and employees in the IT field.

But it is always difficult to get a job in such positions, since there are many applicants, for this it is better to compile a high-quality portfolio, give strong reasons for your professionalism and references from previous place work in a similar industry. But the highest, except for, are offered in the north of the country.

Jobs in the north of Russia

In the northern part of Russia there are many vacancies all year round, among which you can find something worthwhile, both for professional workers, and for those immigrant workers from Belarus who do not have special skills, but want to earn decent money.

It is best to search among the positions on:

  • railways;
  • extraction of gas, oil, precious stones;
  • coal industry;
  • carriers;
  • sawmill.

It is better to look for vacancies posted by large companies, as they are always interested in labor and qualified personnel due to constant expansion. Also, many are employed as builders, road builders earn a lot. Although the work is not easy and sometimes takes place in harsh conditions, close to extreme, there are high salaries, and you can count on guarantees in the form of payment during the period of temporary disability.

In addition to professions directly related to construction, the professions of professional carriers are always relevant in the north. Especially appreciated are those who have a long driving experience and understand the arrangement of transport. You can also choose among the vacancies - a bulldozer operator, an excavator operator, good welders, mechanics and electricians are also in great demand.

For those who do not have the necessary work experience or have no experience at all, there will always be work on a permanent basis. The majority prefers the rotational method with the conclusion of a contract.

Of the advantages of working in Russia for the citizens of Belarus, one can first of all single out the fact that adaptation will not be too difficult, because there is no language barrier, which cannot be said about working abroad, in the same. It is possible to find suitable job with good pay and the opportunity to get new impressions, acquaintances and, of course, gain experience, all this will inevitably happen.

Extremely simple. To do this, you do not need to apply for visas, prepare a lot of various forms and other documents and wait for approval.

Almost all foreigners who came to Russia to work must apply for a patent. But Belarus is an exception. This country is located with the Russian Federation in the Union State. And its citizens do not need any special permits to work in a neighboring country.

Relations between Belarus and Russia differ from relations between other countries. The Union State is legally and politically unprecedented. Citizens of both countries have equal rights to employment throughout its territory.

By the way. Migration policy is also special. Belarusians travel to Russia without a visa and can stay in the country 180 days a year (90 for each half year).

Employment rules are fixed in accordance with them, Belarusians can freely come to the Russian Federation and work for individuals and legal entities and run your own business.

Nevertheless, residents of the neighboring state are not citizens of the Russian Federation, and legally remain migrants. Therefore, they must fill out a migration card, register and, if they wish to extend their stay beyond the prescribed period, provide evidence of the need for an extension. One such evidence is a civil law or employment contract.

Important! An official contract is the most important document, thanks to which a resident of Belarus can stay and work in the Russian Federation.

Simplified procedure

Employing a citizen of the Republic of Belarus is much easier than any foreigner. Labor migrants who came from a union state are considered privileged workers.

By the way. According to statistics, about half a million Belarusians are constantly working in the Russian Federation, and most of them are employed in the intellectual sphere and their own business.

When hiring a Belarusian, an employer has the following priorities:

  • It is not required for the employer to obtain a work permit for foreigners;
  • The employee does not need to issue a labor patent;
  • There are no restrictions that exist for labor migrants from other countries on the employment of individuals;
  • Belarusians can work in retail trade in alcohol and tobacco products, pharmaceuticals and be employed in all areas where the admission of migrants from other countries is limited or prohibited;
  • The employer may not notify the tax service and the labor inspectorate of either registration or termination of relations with a Belarusian employee.

For workers from Belarus, the advantages are also obvious:

  • Wages are higher;
  • Working conditions are often better;
  • It is possible to work on a convenient shift schedule, which allows you to periodically go home;
  • Taxes, if the working period is more than a calendar six months (183 days) - 13%.

Important! If a migrant from Belarus works in Russia for less than six months, he must pay a tax at a rate of 30%.

Employment process

Starting from crossing the border and until the moment of employment, the Belarusian will have to carry out the following actions:

  1. Fill out a migration card at the entrance to the country and indicate in the paragraph on the purpose of the visit "Work";
  2. Arrive at the employer, if the place of employment (as is usually the case) is agreed in advance;
  3. Get registered with the GUVM within a week (other registrations are not required, but no one exempted Belarusians from migration);
  4. If a job is found and a preliminary interview is held, the employer registers the employee, and this can be done without the application of penalties up to 30 days after his arrival;
  5. Conclude an employment contract with the employer;
  6. Get started on your duties.

By the way. As a work book, a Belarusian can submit a Soviet-style document, it will be valid in the Russian Federation. But if a document of a new type is submitted, it is considered a foreign document.

Contract process

  1. If a employment history foreign, the employer starts a new, Russian-style;
  2. When drawing up a civil law contract, a work book is not needed;
  3. The employee must present a document proving his identity and citizenship, this is the passport of a citizen of the Republic of Belarus - the original;
  4. If there is a certificate of pension insurance, the employer must enter the information in the Russian insurance register;
  5. If there is no insurance certificate, and the migrant has not previously worked in the Russian Federation, the employer must take out a new pension insurance with the Pension Fund;
  6. The employee presents a diploma of education and all additional certificates of qualification, its improvement;
  7. After that, an employment agreement is signed.

Important! Belarusians do not need to change their rights or take any exams. They can work with their driver's license in any category, including those related to the transport business.

Drivers work both in industry and in the industry of overall cargo transportation, public transport, taxi, construction industries.

In addition to professions directly related to driving, drivers who understand the structure of transport and mechanics are relevant in Russia. Jobs are also popular among Belarusians:

  • Bulldozers;
  • Tractor drivers;
  • Excavators.

Watch

Most often by this method employment take builders. But it can also be other specialties related to oil production and oil refining, gold mining, in the forest industry.

In this case, Belarusians find many bonuses for themselves:

  • The recruitment process is simple;
  • Not required higher education, many vacancies with low qualifications;
  • All registration is official, with paid sick leave and vacations;
  • Salaries, especially in remote regions, are much higher than in Belarus;
  • The employer often provides accommodation and even meals;
  • Shifts are from 20 to 60 days with different periods of rest in which the employee can go home.
  • Maids;
  • Accountants;
  • Catering workers;
  • Storekeepers;
  • Service staff.

Work in the north

The Far North is a part of Russia that will always need workers. This is due both to the climatic features of the regions and to the specifics of work.

  • Extraction of precious metals;
  • Transportation of oversized cargo;
  • Wood harvesting.
  • Not only labor migrants go to the north, but also Russians themselves, and from quite prosperous areas. Because salaries there are four or more times higher than the national average.

    Advice. The main thing is to find a conscientious employer and conclude an official contract with him. labor contract with the payment of sick leave, overtime, bonuses and the provision of maximum bonuses and benefits.

    Russians willingly hire Belarusians. It is no more difficult to issue them than citizens of the Russian Federation. Belarusian workers have the opportunity to work without a patent and special documentation. Retirement experience is taken into account, and Belarusians living permanently and working in the Russian Federation enjoy all the social benefits of Russian citizens.

    In Russia, there are rather strict conditions for organizations that employ foreigners. Such measures help the state to protect its population from unemployment. Therefore, many visitors are forced to work illegally, at the risk of being deceived by the employer.

    However, all these tendencies do not concern Belarusians. At the intergovernmental level, a number of agreements have been adopted that regulate the work of citizens of Belarus (RB) in Russia. And when documenting employment for Belarusians there is a simplified procedure.

    Issues related to the employment of Belarusians in the Russian Federation are covered in detail in the following legislative acts:

    • regulates legal relations with foreigners who are on the territory of the Russian Federation. The law provides for a special procedure for their employment. But its norms do not apply to citizens of the Republic of Belarus. In this situation, one must be guided by the procedure established in the Decision of the Supreme Council of the Community of Belarus and the Russian Federation of June 22, 1996 No. 4 “On equal rights of citizens to employment, remuneration and the provision of other social and labor guarantees”;
    • reveals the principles of employment of foreigners and the differences in labor relations with them in comparison with the general procedure for hiring citizens of the Russian Federation;
    • the EAEU agreement dated May 29, 2014 establishes a preferential regime for labor activity in the territory of the designated states. According to paragraph 1 of Art. 97 of the agreement, citizens of the Republic of Belarus do not need to issue a special work permit;
    • the agreement between the Russian Federation and the Republic of Belarus dated 24.01.2006 regulates the general procedure for entry and registration on the territory of the Russian Federation of citizens of Belarus, which should be taken into account when they move and find employment.

    What is a watch

    Features of labor regulation of persons working on a rotational basis are discussed in detail in. According to Art. 297 of the Labor Code of the Russian Federation, the watch implies the performance by the employee job duties outside of their area of residence. Also, the rotational method requires mandatory compilation employment contract when hiring an employee.

    Employees working in this way, while at the work site, live in dormitories or rented apartments provided by the employer.

    The considered option is widely used in such areas as:

    • gas and oil production;
    • logging is a decent paid job in Siberia for Belarusians on a rotational basis;
    • mining industry, etc.

    Possible seasonal work in the Russian Federation on a rotational basis for Belarusians. For example, you can get a job as an animator or a laborer at a tourist base or a boarding house. In this case, employees will be involved in the summer period.

    Also, many vacancies are open in large cities of the Russian Federation. Consider what kind of work is offered in St. Petersburg on a rotational basis for Belarusians: we need road workers, laborers at a construction site, welders, sorters, sellers, etc.

    Procedure for employment of Belarusians

    Today, the easiest way to find a job in Russia is through the Internet. To do this, it is enough to enter the phrase “work in Russia for Belarusians on a rotational basis” in a search engine. Therefore, an employer can post a vacancy on the Web and be sure that applicants will definitely respond to it. It is worth remembering that the employer should not indicate in the announcement of the desire for citizenship of the applicant for the vacancy. These measures can be regarded as labor discrimination based on nationality.

    Applicants must submit documents for verification. The list of papers will be listed below.

    Upon successful verification, the conclusion of an employment contract with a citizen of the Republic of Belarus follows. The signing of the contract takes place according to the same rules as when concluding an agreement with a citizen of the Russian Federation.

    • national passport of a citizen of the Republic of Belarus;
    • employment history;
    • insurance certificate;
    • diploma of education;
    • certificate of medical examination;
    • certificate of non-conviction (for example, if a foreigner plans to work in an educational institution).

    Documents drawn up in the Belarusian language will have to be translated into Russian and certified by a notary's seal. A candidate can receive such a service by contacting a translation agency.

    What documents are not needed

    Belarusians do not need visas or temporary residence permits. They can enter the Russian Federation without these documents under the Agreement concluded on January 24, 2006 between the Russian Federation and the Republic of Belarus. Therefore, it is not necessary to ask the candidate for residence permit.

    Also, according to paragraph 1 of Art. 97 of the EAEU treaty, citizens of Belarus do not need a work permit in the Russian Federation or a patent. So, when applying for a Belarusian, do not ask for these documents.

    Letter of the Ministry of Labor of the Russian Federation dated December 17, 2015 No. 16-4 / V-823 informs that it is not necessary to require a VHI policy when accepting a citizen of the Republic of Belarus. The employer also does not have to require the presentation of the CHI policy.

    Features of taxation

    Income tax for citizens of the Republic of Belarus is 30% (clause 3), however, if the contract is concluded for more than 183 days, taxation of 13% is applied from the moment of its conclusion (clause 1).

    So, you have signed a contract with a Belarusian. The migration authority has been notified. Follow the rules further labor law RF concerning the organization of work and labor protection of foreigners. Then hiring citizens of the Republic of Belarus will not cause you any difficulties.

    The Russian Federation has its own rules for hiring foreign citizens for official work. In this case, the status of a foreigner is necessarily taken into account, since the details of the procedure for hiring a new employee depend on this. As for the citizens of the Republic of Belarus, in respect of whom special legal documents apply, their legal status is equalized with the status of Russian citizens, in the light of which work in Russia for Belarusians implies an easier employment procedure.

    The procedure for the implementation of labor activity of foreign citizens in Russia

    The labor activity of citizens of other states in Russia is regulated by the Law "On the legal status of foreign citizens in the Russian Federation" dated July 2, 2002 No. 115-F3.

    Foreigners have the full right to employment in the Russian Federation, which is allowed only when the foreigner reaches the age of 18 and if he has either.

    Last requirement valid for those who enter Russia without a visa and intend to find a job here.

    About the recruitment process

    The employment of Belarusians, unlike citizens of other states, has a number of features (according to Law No. 115-F3).

    In particular, the following points are important in this area:

    1. Belarusians do not need a work permit.
    2. When hiring citizens of Belarus, it is allowed not to notify government agencies RF: Tax Service, Employment Service, Main Directorate for Migration of the Ministry of Internal Affairs.
    3. Belarusians have nothing to do with the paragraph of the law prescribing restrictions on the employment of persons who arrived in Russia temporarily.

    Such a facilitated registration of Belarusians for work in Russia is possible due to the presence of separate legal acts: the Treaty between the Russian Federation and the Republic of Belarus on Equal Rights of Citizens (dated December 25, 1998); Decisions No. 4 of the Council of Belarus and Russia (dated June 22, 1996); of the Treaty on the Establishment of the Union State (dated December 8, 1999).

    The most popular vacancies and regions for Belarusians to work in Russia

    Working in Russia is a real chance for additional income for Belarusians who are currently experiencing another economic crisis.

    Drivers and builders from our friendly republic are in special demand in the Russian Federation. Official employment of Belarusians in Russia for such vacancies is possible both in large Russian cities (Moscow, St. Petersburg) and in other regions of the country (Siberia, Transbaikalia, the Far East, Sochi). There are also enough Belarusians who want to get a job like this, which is quite understandable: employment is completely official, and the procedure itself is simplified as much as possible; salary in Russian companies many times higher than the income received at home.

    Belarusians also work in the field of "white collars" - engineers, teachers, doctors, but working specialties are more popular.

    Features of shift work

    Many potential workers are interested in whether Belarusians can work in Russia on a rotational basis, since most of them, as a rule, do not have their own housing on the territory of the Russian Federation.

    The shift method is considered one of the most popular species labor among Belarusians. Working conditions vary depending on the specifics of the object of employment and the region of its location.

    The duration of the watch also varies:

    • 20 days of work - up to 10 days of rest;
    • 45 days of work - up to 45 days of rest;
    • 60 days of work - up to 30 days of rest.

    The duration of the shift is 11 hours a day.

    When applying for a job on a rotational basis, the question naturally arises whether Belarusians need registration to work in Russia, which, as you know, is mandatory for foreign workers. Since December 2015, the term for citizens of the Republic of Belarus in Russia, which was already 30 days instead of the usual 7, has been increased to three months. However, this does not apply to those who wish to study or work on long-term contracts: they still must adhere to the general rules.

    As for professions, workers in construction specialties are most in demand for rotational service. If we talk about traditionally female vacancies, most often cooks, cleaners, laboratory assistants, dispatchers, accountants, commandants are required.

    Speaking about the sectors of the economy where Belarusians are allowed to work in Russia, it should be borne in mind that citizens of both states have equal rights to employment. Therefore, they can be found in any regions and in any sector of the economy, not excluding transport, for example, as taxi drivers. Moreover, Belarusian drivers, unlike other foreigners, are allowed to use driver's licenses issued in their own state.

    Documents required for employment

    Since citizens of the Union State have the same rights and guarantees when they are hired in the Russian Federation, the question of what documents Belarusians need to work in Russia, as a rule, does not arise either for a new employee or for the personnel department. It goes without saying that the list of documents when hiring a Belarusian will be the same as in the case of hiring a Russian, that is, in accordance with Article 65 of the Labor Code of the Russian Federation.

    Bring to HR:

    • passport of a citizen of the Republic of Belarus;
    • work book;
    • diploma of education (or other document on education or qualifications).

    It should be noted that citizens of Belarus do not need a work permit or a patent.

    Features of concluding an employment contract

    Employment of a citizen of another state is a rather troublesome business for both the employer and the person applying for a job in the Russian Federation. All necessary documents must be available and comply with the rules.

    Details of the preparation of documentation for the employment of foreigners are discussed in a separate material on the conclusion.

    If violations are detected, the parties to the agreement may be held administratively liable (Chapter 18 of the Code of Administrative Offenses of the Russian Federation).

    Concluding an employment contract with a Belarusian, unlike the same procedure with another foreigner, is not difficult, especially if new employee presents a work book of the old (Soviet) sample. Such books are valid in the Russian Federation today, so a record of work can be entered into it immediately.

    What to do and how to get a Belarusian to work if he has a work book of a new (post-Soviet) sample, which is considered foreign in Russia and is not recognized on the territory of the state? In this situation, the employee is already issued a Russian labor certificate, which is started “from scratch” (that is, records from the previous document are not transferred).

    Russian rights when working as a driver in the Russian Federation: is it necessary to issue

    When employing citizens of a friendly republic in Russia, there is another bonus that concerns the transport industry. Unlike other foreigners, Belarusians do not need to change their national driver's license to a Russian one. This issue was considered in the appeal of the State Duma of the Russian Federation to the head of the Government of Russia D. Medvedev. Decree of the Government of the Russian Federation "On the recognition of national driver's licenses on the territory of the Union State" dated June 16, 2017 No. 29 allows citizens of the Republic of Belarus to carry out labor activities directly related to driving Vehicle, on the territory of the Russian Federation without obtaining Russian rights.

    Is notification required when hiring Belarusians?

    Despite the simplified procedure for employment, Russian employers still have doubts about whether it is necessary to notify the Main Department of Internal Affairs of the Ministry of Internal Affairs about hiring a Belarusian. It is necessary to put a citizen of Belarus on migration registration in the territorial body of the Main Directorate for Migration Issues, while notifying the tax service and the employment service is not required.

    It is better not to neglect and delay the registration of a Belarusian employee for migration registration, because if you did not notify a Belarusian employee in time, a fine may well be imposed for this.

    The nuances of taxation

    The income of an employee who has citizenship of the Republic of Belarus is taxed at a rate of 13% in two cases:

    • when concluding an open-ended employment contract;
    • when concluding a contract for a period of more than six months.

    Income tax individual will amount to 30% only if by the end of the year the stay in the Russian Federation is less than six months (183 days), since in this case foreign citizens, including those with a Belarusian passport, according to the Tax Code, are not considered tax residents of the Russian Federation.

    A special tax rate (13%) is valid only for residents of Russia, while for citizens of Belarus this status is established from the moment the employment contract is concluded, the total period of stay in the country is not taken into account.

    Highlights on retirement

    Step-by-step instructions in case of dismissal:

    • the termination of the employment contract must be notified to the territorial body of the Main Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation, a period of 3 working days is given for this (paragraph 8 of Article 13 of Law No. 115-F3);
    • upon dismissal of a citizen of the Republic of Belarus before the expiration of six months from the date of conclusion of the contract, a recalculation will be automatically made at income tax rates of 30% (based on documents: Agreement between the Republic of Belarus and the Russian Federation; article 207 of the Tax Code of the Russian Federation; Treaty on the Eurasian Economic Union, article 73 ).

    On the advantages and disadvantages of working in Russia

    Hiring a Belarusian to work in Russia in 2020 is an extremely hot topic for many Russian employers. In terms of employment, it is no more difficult to register a Belarusian than a Russian citizen, but his working capacity often turns out to be several times greater. Such diligence may be due to the fear of Belarusian citizens to lose a profitable and higher-paid job than in their homeland.

    The employer also does not need to take care of obtaining a TIN for Belarusians working in Russia: a foreign citizen himself can contact the appropriate service to obtain a tax identification number.

    For the Belarusian workers themselves, the main advantages of working in Russia are a highly paid rate and a number of other rather favorable conditions:

    • a small income tax;
    • fast clearance;
    • no need to buy a patent for work;
    • minimum documents for concluding an employment contract;
    • the ability to use national rights when working as a driver;
    • receiving payments from state social insurance, like citizens of the Russian Federation (assistance with the birth and adoption of a child, single mothers, low-income families, for burial, compensation for an accident at work, unemployment benefits);
    • the ability to open current or deposit accounts, debit cards in Russian banks.

    Among the shortcomings, citizens of the Republic of Belarus often note difficulties:

    • when looking for a worthy company, i.e. one that keeps its promises to pay wages and working conditions;
    • when working on a rotational basis (meaning not quite easy living and working conditions);
    • at .

    Work in Russia for Belarusians is a rather tempting and profitable enterprise, as evidenced by the annual massive influx of them from this country - about 200-300 thousand migrants a year.
