How to get a job in the Ministry of Emergency Situations. How to get a job in the fire department: own experience. Qualification requirements for candidates for filling public positions in the civil service in the EMERCOM of Russia

24.02.2021

Very often we are asked to tell us how to get settled in fire department. In order not to explain to each person individually, we have prepared this material on the basis of a conversation with the head of the personnel department of the Main Directorate of the Ministry of Emergency Situations of Russia for the Astrakhan Regionon personnel by lieutenant colonel of the internal service Pavel Nikolaevich Talashchenko.

What are the requirements for people applying for a job in software?

Age - from 18 years to 40 years for those who wish to get certified positions (employees in uniform) and from 18 years for employees. There are restrictions on reaching retirement age.

Educational requirements for employees and workers - not lower than average. Only people with a higher specialized education can get into officer positions. Difficulties may arise for graduates of universities with a military department - they can only count on civilian positions. They will not be able to hire them for a certified position, because they have an officer's rank upon graduation, but their education does not meet the requirements of the ministry.
All men are required to serve in the military.

Are these all requirements?
It's just general issues. A complete list of documents that will need to be collected for employment is regulated by orders of the Russian Emergencies Ministry, which are freely available. This is order dated November 11, 2009 N 626 "On the procedure for selecting citizens for service (work) in the federal fire service of the State Fire Service"
In short, when a person comes to us, we give him a list of documents that he must collect and what commissions he must pass. The package of documents will consist of approximately 40 sheets; it will take a person from a month to 1.5 months to collect it.

Are there any restrictions? Who can't become a firefighter?
Firstly, the one who does not pass the medical commission will not be able to become a firefighter. Just because a person has previously served in the military does not mean they are fit to be firefighters. The next obstacle may be testing at the center of psychological diagnostics of the Ministry of Internal Affairs of Russia - if psychologists recognize a person as not suitable for this work, then they will not be able to accept him.
On the basis of the autobiography and questionnaire filled in by the applicant, law enforcement agencies conduct mandatory special checks. Any discrepancy between the data indicated in the questionnaire and reality - and the person will no longer be able to become a firefighter.
An obstacle is also any, even the most minimal criminal record, or bringing to criminal responsibility, which did not end with a criminal record. Reconciliation of the parties, amnesty are not taken into account ... Such people will not be able to get a job, regardless of how much time has passed since the moment they were attracted. The characteristic from the district police officer from the place of residence and the presence of administrative offenses are also taken into account.

Are there any differences for certified employees and workers?
The only difference is the passage of the medical commission. For employees applying for a certified position, this will be a commission in the hospital of the Ministry of Internal Affairs of Russia, and for ordinary workers - a local polyclinic at the place of residence. Otherwise, all checks are exactly the same.

Reserve and arrangement through relatives and friends - is this present in the fire department?
There is no such reserve. If a vacancy appears in the fire department, they call people who have collected the entire package of documents for getting a job. At the same time, it should be borne in mind that the medical board is valid for a year, and the conclusion of a psychologist is six months. If it is overdue, then you need to go again. The conversation with the candidate is open with the participation of members of the qualification commission.
Then there is a check of the candidate’s physical fitness and a final interview, at which the person is asked about the motives that prompted him to choose this profession, his knowledge about it, etc.
As for the related employment, there is almost none of this. Of course, when choosing from two candidates with the same results on all tests, they will most likely choose the one for whom someone can vouch. But, if you choose between a familiar guy who has just come from the army and a person who once already worked as a firefighter, but left for one reason or another, then preference will be given to the one who will need to be taught less.

What kind of specialists work in fire departments?
The fire department is divided into guards and the management part. The guard, in turn, is divided into firefighters and drivers. Above them is a senior firefighter and the head of the department. Each guard has its own radiotelephonist or dispatcher (depending on whether it is a civilian or certified position) - this is a purely female position.
Moreover, employees, employees who do not wear shoulder straps, can work exactly on a par with certified ones - occupy the same positions and perform the same duties.
The administrative part is represented by the head of the unit and his deputy, as well as the foreman. In some units there is still a psychologist and a personnel service specialist. Above the drivers there is a senior driver and a service engineer - they are engaged in procurement, contracts and other organizational work.

What is the responsibility of a fireman - is it clear, but what functions are assigned to drivers?
It’s worth starting with the fact that the driver, when applying for a job, must have a driver’s category “B” and “C”, and you should not count on getting this position if work book there is no record that a person officially worked as a driver for 3 years.
They are responsible for all vehicle maintenance, including minor repairs. If something needs to be seriously repaired, then we send the cars to the Fire and Technical Center. Therefore, do not be surprised that the driver will be invited to the garage for an interview and asked to perform some task for servicing or minor repairs to the car.

Now let's move on to retraining - how does the "growth" of employees occur?
All newly hired employees undergo initial training. It begins in the unit, and continues at the FPS Training Center. Its total duration is about 3 months. Moreover, if firefighters, having completed this training, pass the final test at the place of service, then drivers are given permission to drive a car only at the Main Directorate.
At the end of the year, department heads prepare lists of employees for retraining, that is, advanced training. A firefighter who has shown a desire to improve his level can unlearn to be a squad leader at the FPS Training Center. But this is absolutely not necessary - there are people who work at the same level for quite a long time.
Drivers can also improve their level by learning to be ladder drivers, but this is only possible if the unit has it.
Not only ordinary employees, but also the management staff undergo retraining - all officers must confirm their qualifications once every five years.

How often do people leave the fire department?
Rarely. Most vacancies are released because people reach the age limit for service, as well as due to a change of residence or other reasons when people are forced to transfer to other units. When the age limit is reached, people also do not completely leave the fire department - they move to civilian positions and continue to work until they are 60 years old.

  4. What do you need to do in order to get a job in the Ministry of Emergency Situations?
Since the Ministry of Emergency Situations is a paramilitary organization, you should take into account that the same parameters will be needed as when applying for a job in the police or in military structures. And this means that it is necessary to serve in the army without fail, to have excellent health (and be able to confirm this by running, for example, a 2 km cross in a certain time), in addition, psychologically stable people are needed.

There is one simplified version of how you can get to work in the departments of the Ministry of Emergency Situations. To do this, you need to unlearn at a specialized educational institution under the Ministry. As a last resort, you can graduate from certain faculties in other universities - such as, for example, the faculty of fire protection and safety, faculties for training water workers (divers, captains of small boats, etc.). All these specialties are in demand and are widely used in the work of the Ministry of Emergency Situations.

To get a job at a branch of the Ministry of Emergency Situations, you need to carefully monitor the emerging information about the opening of a competition for a replacement vacant position. Or you can find a good friend who can help you find out about these open positions. There you will need to pass exams in physical fitness and psychological fitness, as well as pass an aptitude test. In addition, you may be tested for knowledge of narrow topics, for example, if you want to get a job in the fire department.

If you want to get a job that is not related to the direct salvation of people, such as a psychologist, for example, then you will definitely have to pass a psychological stability test. After all, full-time psychologists of the Ministry of Emergency Situations work with people who either find themselves in a difficult life situation or have lost their loved ones. And in order to understand how ready a person is to let the grief of others through himself, and even on such a scale, psychological testing is needed.

Nuances to consider when applying for a job in the Ministry of Emergency Situations.
Before you go to get a job at the Ministry of Emergency Situations, think carefully: do you really want to constantly face human grief, sort out disaster sites and look for survivors. After all, not everyone is able to cope with such a psychological burden. And there are cases when the fighters of the Ministry of Emergency Situations themselves require emergency psychological assistance.

  5. Graduate from the school of the Ministry of Emergency Situations. What else)) After the 9th or 11th grade, you go and study) like so)
  6. I think people should work in the Ministry of Emergency Situations, I think so for myself, if you went to work there, then you have to tear yourself away from everyday life, from your wife, from children, although you have them. 1. The presence of a close relative who is already in the service of the Ministry of Emergency Situations and holds a position that, in the event of employment, will be subordinate or controlling in relation to the position of the candidate.
  2. Having a criminal record that prevents enforcement job duties for the vacant position.

Don't know your rights?

How to get a job in the Ministry of Emergency Situations after the army

Another interesting aspect to consider is how to get a job in the Ministry of Emergency Situations after the army. It should be understood that work in this department is inherently very close to serving in the armed forces. In view of this, for employment in the bodies of the Ministry of Emergency Situations, men must have completed military service on conscription.

Here I would like to make a reservation: theoretically, no one has the right to refuse employment due to non-military service, but if you do not have a military ID, then you simply will not be able to apply for a job, since this document is required for employment. If you have a military ID, but in fact you did not serve for health reasons, then you will be refused due to the discrepancy between the physical health of the proposed position.

The general procedure for employment in the EMERCOM of Russia for citizens after the army is exactly the same as for everyone else: you must take part in the competition, collect all the documents and pass the tests. By the way, people who have served in the army are quite willingly taken to rescue units. This is due to their good physical shape, suitable age and skills acquired during the period of service.

Finally, it should be said that certain employment benefits are enjoyed by persons who have received a special profile education (for example, related to fire safety, small boat management, etc.).
