In the spring, labor veteran Tamara Giguashvili turned to the head of Khakassia, Valentin Konovalov, with a request to pay attention to this social misfortune. This became an informational occasion for the publication “How many homeless people are in Khakassia and how to help them?”
While preparing it, the correspondent of the site, unfortunately, failed to find out the scale of the social disaster in the relevant regional department. Marina Gerasimova, head of the Department for Veterans and Disabled Persons of the Ministry of Social Protection of Khakassia, does not have accurate data on the number of homeless people.
For several years, during the frosty winter season, the Ministry of Social Protection has been organizing hot meals for the homeless. 50,000 rubles are allocated annually for these purposes.

Exactly one month after the official appeal to the highest official of the region, Tamara Giguashvili received a response from the Acting Minister of Social Protection of Khakassia Natalia Dyachenko.

“Dear Tamara Serzhantovna! The Ministry of Social Protection of the Republic of Khakassia, in response to your appeal to the government of the Republic of Khakassia on the issue of providing assistance to persons without a fixed place of residence, informs the following.
The Government of the Russian Federation and the Government of the Republic of Khakassia are working to provide social assistance to needy citizens, as well as social support for families with children, which helps to improve the social situation and prevents the decline in the standard of living of citizens.
In the system of social protection of the Republic of Khakassia, there are 13 territorial departments of social support for the population, 9 stationary state institutions social service population and 7 autonomous non-profit organizations social service.
About 200,000 people receive various types of social assistance annually. The republican budget expenditures for financing the social sphere in 2018 amounted to more than 3.5 billion rubles, 3.5 billion rubles are also provided for 2019.
Federal Law No. 442-FZ of December 28, 2013 “On the Fundamentals of Social Services for Citizens in the Russian Federation” and Law of the Republic of Khakassia No. 94-ЗРХ of November 7, 2014 “On Social Services for Citizens in the Republic of Khakassia” are recognized as requiring place of residence, work and livelihood, and also regulates the provision of social services to persons without a fixed place of residence.
So, for the 1st quarter of 2019, 238 people applied to the state treasury institutions of the Republic of Khakassia - the departments of social support for the population of cities and regions, of which 210 people from among persons without a fixed place of residence, 18 people released from places of detention, and 10 people convicted without imprisonment.
In total, they were provided with 2,907 urgent social services and 47 social support services, including food, clothing and footwear, assistance in processing documents for stationary social service institutions, legal assistance, assistance in restoring documents, assistance in obtaining temporary housing and others
There are also stationary institutions of social services for the population in the republic, in which temporary or permanent residence of citizens who find themselves in a difficult life situation is possible.
So, as of April 1, 2019, 83 people from among persons without a fixed place of residence and 14 people who had previously served their sentences in places of deprivation of liberty lived in the Abakan Boarding House of Veterans on full state support. On the same date, 8 citizens who were released from places of deprivation of liberty lived in the State Budgetary Institution of the Republic of Kharkiv "Social Hotel".
The Government of the Russian Federation is also taking measures aimed at supporting families with children and helping to improve the demographic situation in the country. So, on behalf of the President of the Russian Federation V.V. Putin, from January 1, 2018, a new measure of social support was introduced - payment for the first child, the amount of which in the Republic of Khakassia is 10,361 rubles. As of April 1, 2019, 1,248 people received the payment.
In addition, the federal maternity (family) capital continues to operate in connection with the birth of the second and subsequent children in the amount of 453,026 rubles.
The Republic of Khakassia remains one of the subjects of the Russian Federation in which the validity of the republican maternity (family) capital has been extended until the end of 2021. 2.1.3.27. Determining the cash equivalents of social support measures provided to non-working pensioners in kind, and bringing them, as well as other data necessary to determine the right to receive social supplements to a pension, to the attention of the State Institution - the Branch of the Pension Fund of the Russian Federation in the Republic of Khakassia - for each specific pensioner .
2.1.3.28. Transfer of ownership to disabled people of cars issued to them in accordance with medical indications before January 01, 2005.
2.1.3.29. 2.1.3.35. Implementation of social support measures for certain categories of citizens in terms of paying for housing and utilities providing housing.
2.1.3.36. Approval of unified lists for the provision of subsidies for the purchase of housing to certain categories of veterans, the disabled and families with disabled children, the preparation and issuance of guarantee letters to citizens for the provision of subsidies, the transfer of subsidies in accordance with the requirements of budget legislation.
2.1.3.37.
