What today is almost the only successful enterprise in the Barysh region. The BMC employs about 500 people. The production is focused on the production of rations for the security forces, although retail trade is carried out (canned food is appreciated not only by local residents), but the main client is the army. It produces canned meat and individual food rations for law enforcement agencies. Rations are collected from raw materials from other manufacturers that supply meat, tea, sugar, cereals, etc. Each individual diet includes more than 20 different products, the plant produces 20-30 thousand cans per shift, depending on the needs of the security forces. We have a multi-stage quality control system at all stages of preparation: this is a check of the raw materials that enter the plant.
Specialists monitor how the product is prepared, make samples until the moment when the container with the dish is sent for sterilization. Final stage: control over compliance with all standards in the finished product shop. Plus, samples are taken from each batch for the laboratory. The chance that some foreign product or substance will get into the rations is zero, - says the chief technologist of BMK Tatyana Krylova. She has been working at this enterprise for 6 years, during this time she has encountered so many inspections for the first time.

Supervisory authorities began to come more often at the end of 2016. In August, the federal press published information that the plant supplied more than half a million rations worth 320.7 million rubles, which allegedly turned out to be “inadmissible” for human consumption. It was about the supply of products under the state contract dated November 28, 2014 for the provision of catering services in 2015-2017.

Why is attention to the products of the plant, which has been working for the army for many years, increased right now? Director General of BMC Alexander Kotlinsky claims that the reason for the increased inspections lies in the creation in 2016 of the National Guard, which was separated from the Ministry of Internal Affairs. The plant has been working with the Ministry of Internal Affairs since 2014, all this time there have been no complaints from the ministry about their products.

How to eliminate a competitor

“I believe that unscrupulous competitors are trying to convince law enforcement officials to buy food rations only from “their” suppliers and are using fabricated expert examination materials and false complaints from military personnel,” Kotlinsky argues. According to him, interested parties in law enforcement agencies are striving to ensure that state contracts are received by controlled organizations, while cutting off third-party companies from participating in ongoing public procurement. BMK was no longer allowed to one of the auctions, allegedly due to incorrectly drawn up documentation. It is hard to believe that an enterprise that has been participating in tenders for several years has not been able to draw up the documents correctly. When a new structure appeared, certain work began to oust active market participants - BMK and other companies. According to Radzivilo, the lab test reports are not correct and cannot be used to determine the quality of the goods produced by BMK. The organization believes that a huge groundwork has already been created for the removal of the Ulyanovsk manufacturer from participating in auctions. Cunning officials act according to the following scheme: “left” product quality protocols are sent to the Chief Military Prosecutor’s Office, which is checked by a certain public organization (in the case of BMK, Rospotrebnadzor proved that their rations meet all standards). Further checks and persecution of the enterprise begin. For example, in a publication about low-quality rations of the Byrysh meat processing plant, a certain head of the public organization “Civil Control of Public Procurement” appears Dmitry Dobroshtan. He questioned the correctness of pricing when concluding a state contract for the supply of products from the Ulyanovsk region. It is noteworthy that the only place where the "Civil Control of Public Procurement" is registered is a social network. At the same time, the organization actively complains about certain auctions in the field of food supplies for military needs.

Representatives of BMK appealed to the court, where they demand a refutation of the publication, which claims that the plant supplied low-quality rations, with evidence. The company's employees are also excited, many of whom are ready to personally vouch for their products. They hold on tightly to their work - firstly, there is practically no other work in the district, and secondly, the enterprise is successfully developing, for many years there have been no delays in wages. And many remember how in 2010 BMK went bankrupt and was in an extremely sad state.

If the meatpacking plant closes, there is nowhere to go. Finding a job in the area is impossible. For the four years that I've been here, everything suits me: a stable salary, it's not far to go to work - seven kilometers, plus workers are provided with food. We try to drive away bad thoughts about the closure of the plant, - says the technologist Sergey Putov.

If the company loses government contracts, the number of shifts will have to be reduced, or even completely dismissed employees on all four sides. The fate of these five hundred people hardly worries those who like to profit from the budget.

In July, the federal media vied with each other trumpeting that the famous "Barysh meat-packing plant" allegedly produces low-quality products. But it turned out that the journalists brought such serious accusations against a large manufacturer, without really understanding who was right and who was wrong. A few weeks ago, one of the federal media issued another "sensation". Without hesitation, the journalist criticized one of the largest and most respected local enterprises - the Barysh Meat Processing Plant. Like, they produce there “unsuitable” food for consumption. Of course, the local press, in pursuit of fried facts, seized on this news, multiplied it many times, and did not begin to understand. But we in the editorial office of KP-Ulyanovsk were surprised: “Strange. Their stew is very tasty…”

We began to study the topic, check the history of the enterprise - and it turned out that there really are a lot of dark spots. Let's start with the fact that the "Barysh Meat Processing Plant" (hereinafter - BMK) was founded in 1958. And since then, there have been practically no complaints against him. Now about 500 people work there. This is the main supplier of canned meat and food rations (rations) to warehouses and bases for the military from Kaliningrad to Kamchatka under government contracts. About 20 percent of the output goes to the retail trade. The enterprise is actively developing, in recent years tax deductions to the regional treasury have increased significantly. It looks like he has a bright future...


But it was not there. For some reason, high-ranking federal officials began to intrigue one of the largest taxpayers in the region. For example, in the very material that made so much noise, journalists refer to the deputy chief military prosecutor. And he, in turn, relying on the results of the examination of the Association of Combat Veterans of the Internal Troops of Russia, claims: in 2015, the company " Defense food kit» supplied products manufactured by BMK to the structures of the Ministry of Internal Affairs that are unacceptable for consumption. This loud statement was the reason for numerous checks. Journalists wrote about it and forgot about it. And in the meantime...

Meanwhile, no one has proved the guilt of the enterprise. They made noise, they made noise, but why they made noise is not clear. Rospotrebnadzor Ulyanovsk region, at the request of the prosecutor's office, investigated the products of the plant. And the result of the examination turned out to be quite predictable: the food meets all norms and standards (copy of the document in the editorial office of KP-Ulyanovsk).

The question arises, who arranged the "persecution" of the plant, and most importantly, why?

The management of the affected company is sure: it all started with unfounded appeals to the prosecutor's office of the aforementioned Association of Veterans, as well as employees of the National Guard.


- Separately taken employees of the National Guard, together with pseudo-social activists, are trying to remove us from the market. They convince law enforcement officials that they need to buy food rations only from "their" suppliers. They do not disdain anything: they fabricate materials for examinations, “throw up” false complaints, and do not shun false denunciations to the prosecutor's office. The federal media did not bother to check all the facts and wrote an article that hit our image. We filed a lawsuit against the editorial office for the protection of business reputation. We demand a refutation, - Alexander Kotlinsky, head of the BMK, commented on what was happening.

Crack in the "sensation"

The meat-packing plant reported that the problems arose a little less than a year ago, when the National Guard was created. The department allegedly decided to redistribute the market for the supply of rations. Whether this is true, we cannot say. But Irina Radzivilo, chairman of the regional public organization for public control in the field of procurement, agrees with the position of the first persons of the BMK, who reported to the National Guard and the Ministry of Internal Affairs of the Russian Federation about the facts of corruption in the procurement of food rations. She is sure that someone just needs to “justify” a new food supplier in the National Guard.

Individual officials, using their power, create a negative image of the plant in order to attract their suppliers to public procurement. It is now practically impossible for the plant to take part in purchases, and if a criminal case is initiated, it is generally possible to stop the enterprise with the ensuing serious consequences.

46-year-old Dmitry Atroshchenko, according to SPARK-Interfax, is the general director and owner of 100% of the defense industry company, formerly Oboronprodkomplekt, which supplied rations for internal troops under a contract with the Ministry of Internal Affairs, indicated on July 17 the head of the public organization Civil Control of Public Procurement Dmitry Dobroshtan in a letter addressed to FSB Director Alexander Bortnikov (available to RBC). According to SPARK-Interfax, Oboronprodkomplekt is owned by 71-year-old Lyudmila Savelyevna Atroshchenko - according to an RBC source close to the Ministry of Internal Affairs, this is the mother of Dmitry Atroshchenko. The company only changed its sign, Dobroshtan wrote in a letter to Bortnikov.

“At the same time, the infrastructure, the production of components at the Barysh Meat Processing Plant and the workers installed in an operational way remained the same,” the head of the organization noted.

Oboronprodkomplekt itself is in the process of liquidation. The defense industry, according to SPARK-Interfax, is engaged in the wholesale trade of meat and meat products. The company's net profit at the end of 2016 amounted to 21 thousand rubles, follows from the database. Dmitry Atroshchenko is also the CEO and owner of a 50% stake in the Voensnab company (trades in machinery and equipment) and the Mtsensk Meat Processing Plant.

Mikhail Lakshin, co-owner of the Barysh meat-packing plant (Ulyanovsk region), and Mikhail Rodnikov, owner of the Barysh cannery, were arrested in Moscow as suspects in a case of large-scale fraud in the supply of rations through Oboronprodkomplekt for the Ministry of Defense and the Russian Guard. All of them are suspected of fraud committed by a group of persons on an especially large scale when supplying rations through Oboronprodkomplekt for the Ministry of Defense and the National Guard (part 4 of article 159 of the Criminal Code of the Russian Federation, up to 10 years in prison). Already on Saturday, according to Mr. Sidyakin, the Tverskoy District Court of Moscow granted the request of the investigation and arrested the suspects for a period of a month and 14 days.

As already reported by Kommersant, BMK, through Oboronprodkomplekt, supplied products for the rations of the Russian Guard under the state defense order. According to Kartoteka.ru, a blocking stake of 26% in BMK belongs to Voentorg JSC (100% - to the RF Ministry of Defense), 74% - to Mikhail Lakshin (the owner of a number of different companies in the Moscow region). The company is constantly the executor of state contracts for structural divisions of the Ministry of Defense, the Ministry of Internal Affairs, the Ministry of Emergency Situations and the Federal Security Service, both directly and through Oboronprodkomplekt. LLC "Oboronprodkomplekt" was established in 2013, but since July, after checking the GWP, it has been in the process of liquidation. Previously, the founders were Lyudmila Atroshchenko (according to unofficial information, she is the mother of the arrested Dmitry Atroshchenko), Denis Barinov and Oleg Chugunov, now 100% belongs to the offshore company Kaita Partnership Limited.

The criminal case was initiated at the end of September by the Investigation Department of the Ministry of Internal Affairs of the Russian Federation on the basis of data from inspections by the Chief Military Prosecutor's Office (GVP), conducted after a complaint from representatives of the Association of Combat Veterans of the Internal Affairs Bodies and Internal Troops of Russia.

As stated in the response of the GVP to a request from Kommersant, the audit showed that “part of the food products produced by Baryshsky Meat Processing Plant LLC, which are part of the rations, do not meet the requirements of the regulatory documents stipulated by the terms of the above contract, and therefore the IRP (individual food rations) in the amount of more than 110 million rubles. cannot be used for its intended purpose. For example, a lack of protein was found in canned food “Braised beef of the highest grade”, and the mass fraction of meat products was 10% instead of the prescribed 48%. According to investigators, in 2015, the owners of Oboronprodkomplekt “in order to steal budgetary funds” under a state contract, having agreed with the co-owner of BMK, organized BMK to replace expensive raw materials with cheaper ones, thereby stealing budget funds in the amount of at least 98 million rubles. when supplying rations for the National Guard and at least 122 million rubles. - for the Ministry of Defense.

BMK General Director Alexander Kotlinsky, having provided copies of the examinations, told Kommersant that "GVP's claims are erroneous", and the plant's products "comply with all quality requirements, which was confirmed by Rospotrebnadzor." At the same time, he noted that the investigating authorities did not contact him, they did not personally interrogate him. Mr. Kotlinsky does not know what the KBZ has to do with the case (until 2016 the plant belonged to Oleg Lakshin), which did not even participate in the deliveries.

Lawyer Igor Andrianov (Moscow), specializing in cases under Art. 159 of the Criminal Code of the Russian Federation and intending to become the defender of Mikhail Lakshin (he has already familiarized himself with the information on the case), he believes that the mentioned complaints and checks “could be related to the redistribution of the supply market after the appearance of the National Guard.” In his opinion, "everything that happens around these rations is a common economic affair, but now they are trying to transfer civil law relations into criminal ones, and with the participation of the FSB." The lawyer notes that Art. 159 of the Criminal Code of the Russian Federation implies the presence of deliberate malicious intent to steal, and in this case, all deliveries under the state contract would not comply with the standards, and not a small part indicated in the checks. The defense intends to require an independent examination in the future, since the former was carried out by the structures of the Ministry of Internal Affairs.

It is worth noting that a week ago, the Moscow Arbitration Court refused to satisfy the claim of the Ministry of Internal Affairs of the Russian Federation against Oboronprodkomplekt to replace 3,360 rations with new ones due to their inconsistency in quality. The court found the evidence presented by the police to be inconclusive.

In recent years, there have been fewer scandals with poor-quality food for military personnel, but the problem still remains, admitted Sergey Krivenko, coordinator of the Citizen and Army public initiative, member of the presidential council for human rights: soldier. The rations to which claims arose were produced by the Barysh meat-packing plant, controlled by the Ministry of Defense. Food was supplied to the structures of the Ministry of Internal Affairs by the Oboronprodkomplekt company from Odintsovo near Moscow, with which the department signed a contract for hundreds of millions of rubles. When completing batches at a meat processing plant, raw materials were replaced with cheaper ones. The prosecutor's office believes that the founders of the supplier organized the criminal scheme.

At the same time, the tender itself has all the signs of a collusion, says Jan Helm, an analyst at IST-Budget. In his opinion, the winner of the contract could be known in advance: “The number of participants in this competition, apparently, was determined by the Ministry of the Interior even before the auction, because usually many food suppliers come to such a tidbit. Here there were only three participants from different regions, but they all had connections with the Ministry of Internal Affairs. Usually at such auctions, the lot during the auction falls by a very large percentage, in the same story we are talking about a 0.5% reduction in price. It can be assumed that the companies participating in the tender agreed on everything in advance, as a result, Oboronprodkomplekt took this contract, and its price increased to more than 680 million rubles.

Organizers of deliveries can be punished under the article "fraud on an especially large scale." It looks like they are going to start the case, - the first deputy chief military prosecutor has already turned to the head of the Investigation Department of the Ministry of Internal Affairs with a proposal to prosecute all those involved.

The company, controlled by the Ministry of Defense, has already been involved in a scandal with poor-quality food. The meat processing plant acted as a contractor under a contract between the Ministry of Internal Affairs and the Kaizen Management Company, which was concluded about four years ago. Then, instead of beef tongues, cheaper pork ones entered the troops. The canned food also contained starch and soy, which shouldn't be there.
