According to experts, this means that the general director of Lenenergo Andrey Ryumin has found a common language with the new government of St. Petersburg. Prior to this, top managers worked with the prefix “and. about." about a year.


Last week, Lenenergo's board of directors approved the candidacies of key top managers. Aleksey Goryachev, who in the past led a large contractor for energy companies Meridian Group, became the Deputy General Director for Capital Construction. Daniil Krainsky has been appointed Deputy Head of Lenenergo for Corporate and Legal Management, who is also the Chief Advisor of PJSC Rosseti. Alexey Polinov, who previously worked for the United Energy Company (UEC), owned by the Moscow government, will handle the economy and finances of Lenenergo. Also, a new position of Deputy General Director for Electricity Transmission was created in Lenenergo in connection with the intensification of work to reduce losses and a significant increase in the amount of work to create a smart electricity metering system. Prior to this, the top managers of Lenenergo, approved by the board of directors, had been working with the prefix "acting" for almost a year, which caused some bewilderment among analysts and experts. "As a rule, the maximum term for team formation, when a new leader arrives, is from three months to six months," Mikhail Burmistrov, general director of the Infoline-Analytics agency, told Kommersant back in September last year.

In Lenenergo itself, Kommersant was told that in 2018 the company's priorities were to adjust the investment program, reengineer internal business processes, etc. "The approval of top management was not a priority at that time," - said "Kommersant" in the press service of "Lenenergo". Indeed, last fall, Andrey Bondarchuk, chairman of the committee on energy and engineering, told Kommersant that Lenenergo was not "pedaling" this issue (see Kommersant dated September 11, 2018).

On the other hand, analysts do not exclude that the management of Lenenergo did not force events in 2018, realizing that Smolny may not approve the proposed candidates and has plans for its managers, whom it would like to see as part of the company's top management. "It took Andrei Ryumin time to select suitable people in a new place. I do not exclude that this process dragged on for a year due to disagreements with the previous administration on candidates. But with the new officials of Smolny, the leadership of Lenenergo seems to have managed to find a common language,"— says Dmitry Markov, deputy head of the analytical department of the LMS investment company.

All the proposed candidates of the company were approved the first time and unanimously. Three representatives of the board of directors from the city did not take part in the voting: former deputy chairman of the energy committee Olga Kolesnikova, who has not worked in Smolny since February 12, deputy chairman of the housing committee Lyudmila Solovyova and deputy general director of Metrostroy Sergei Miloslavsky.

“I don’t know the objective reasons why the city for almost a whole year did not agree on candidates for senior positions in the executive office of Lenenergo. The city and the company have a broad agenda for interaction. Therefore, the decision to rid the current managers of Lenenergo from the prefix “and. Roman Berdnikov took up his duties at Lenenergo after the board of directors ahead of schedule of the previous director Andrey Sizov. At the time of his appointment, Berdnikov already held the position of First Deputy General Director of PJSC Rosseti Oleg Budargin. It is difficult to say unambiguously how Ryumin is “his own”, but the connection is obvious. Then both of them sat on the board of directors of Gazprom's Mosenergo (Livinsky is still there).

Among Ryumin's past assets are shares in Atlant 21 VEK (drinks trade) and Star Car (motorcycle sales), as well as Yugprom and Stroydoralliance. One of the founders of the latter is Elena Nikolaevna Bilokon, daughter of the former Ukrainian Minister of Internal Affairs. This is not Ryumin's main connection with Ukraine. In 2006, the media circulated photos of his chic wedding in Moscow. Andrei Ryumin's wife was Irina Medvedchuk, whose father Viktor headed the administration of President Viktor Yushchenko, and now oversees the exchange of prisoners between Kyiv and Donbass. The media call Viktor Medvedchuk the godfather of Vladimir Putin, who allegedly baptized his second daughter.

At the moment, Ryumin remains a co-owner of several other companies, including Savkom LLC, Atvarmor and Twist. In all three, his partners are Vladislav Senik and Alexander Putilin.

Further plans of Rosseti for Roman Berdnikov are unknown. “For two years he remained acting at Lenenergo and deputy general director of Rosseti,” says Fontanka's source in the energy market. “This alone indicated that Berdnikov had been invited as a crisis manager, and was not going to land here on a permanent basis.”

The figures speak for the results of this anti-crisis activity. At the end of 2016, the company for the first time in a long time, 7.5 billion, 2 billion of which sent. The year before, six billion losses had been recorded.

In 2016, the volume of capital investments also tripled. There is an explanation for this: the main task of Berdnikov was the implementation of the technical connection program, which was financed by federal loan bonds. In total, about half of the 32 billion rubles received were allocated for these purposes. The company did not use all the funds, but still reported on the conclusion of 38.6 thousand contracts for connecting to power grids (10 thousand of them in St. Petersburg, over 28 thousand in the Leningrad region) .

In addition, in terms of speed and ease of connecting to electricity, Russia was among the leaders in the rating, rising from 30th to 10th place. One third is the merit of St. Petersburg, and hence Lenenergo. Connection times have been halved (according to various estimates, they range from 80 to 90 days).

“We don't give ratings, but the numbers speak for themselves,” emphasizes Sergey Pikin, director of the Energy Development Fund. “Financial recovery has taken place, a real breakthrough has been made in terms of technical connection.”

Two years ago, as a result of the financial collapse associated with the reorganization, management changed in a key St. Petersburg energy grid company. The team led by, who, apparently, had stable business ties with the billionaire and ex-senator now convicted of fraud, was replaced by proteges of the two main shareholders of the energy company - "" and. These two structures, it seems, immediately began an undercover struggle for control over the energy company: over the past year, the general director has changed there three times.

The St. Petersburg authorities, who tried to take over Lenenergo through its merger with the St. Petersburg Electricity Network, owned by the city, lost: their protege did not work as the head of the merged company for even six months. As a result, the supreme power went to "Rosseti" in the person of the general director. But, as DP found out, Smolny still firmly holds its positions in the energy company and controls at least a quarter of its total government orders - approximately in proportion to the city's stake in the company (25.1%).

Ideological struggle for contracts

Before the change of power in Lenenergo, market participants complained that it was almost impossible to get into the pool of contractors of the energy grid company from the street. The entire volume of orders, apparently, went to a narrow circle of performers, which is why delays in connecting subscribers for years have become the norm. The new authorities in Lenenergo came under the banner of combating schedule delays and promised to bring order to work with contractors. Under this slogan, former contractors were suspended from orders, and many of them were subjected to criminal prosecution. Now they are going bankrupt, and new work is being done - those, it seems, that under Sorochinsky were not allowed to order.

Solid sample

"DP" analyzed the entire portfolio of state contracts of PJSC "Lenenergo", concluded in 2014-2017. It turned out that of the 66 billion rubles distributed by Lenenergo over 3 years among more than 1.8 thousand contractors, more than 53 billion rubles were received by 82 companies, the remaining 1.73 thousand companies account for less than 13 billion rubles.

We studied the ownership structures of the largest contractors, which allowed us to presumably divide them into two conditional groups: partners of Smolny and partners of Rosseti. The first included more than 30 companies that have stable business ties with state unitary enterprises and institutions of Smolny. In 2015-2017, they signed contracts with Lenenergo for a total amount of almost 17 billion rubles. The second group included 36 companies from Moscow, Ivanovo, Yekaterinburg, Chelyabinsk, Tolyatti, Saratov and St. Petersburg, which are long-term business partners of Rosseti. They account for contracts worth about 23 billion rubles. However, it turned out that not all contractors from the "old guard" have sunk into oblivion: out of the ten largest contractors of Lenenergo in 2010-2013, two retained business ties with the customer - this is GK "" and Oleg Shilov's Erkonstroy. True, both of their order portfolios have lost a lot of weight: Manevich's from 3.1 billion to 611 million rubles, and Shilov's from 2.7 billion to 900 million.

The largest contractor of the united company "Lenenergo" was LLC "" St. Petersburg businessman Maxim Zhukov, son of co-owner "" Vladimir Golubev. This company has won tenders from Lenenergo and St. Petersburg Power Plant for a total of almost 4 billion rubles.

LLC "" received another 352 million rubles, which, judging by SPARK, owed Evgeny Gurevich, co-owner of the Adamant holding (he was pledged shares in the company). For many years, Kvadro Elektrik was actually suspended from orders from Lenenergo, but now it has returned to the pool of contractors.

Shortage of contractors

Our attention was drawn to the regularity that large contractors, who signed dozens of contracts, won most of the tenders with a slight discount or without it at all. while small suppliers of goods and services, as a rule, win one or two tenders in a tough competition, reducing the price by tens of percent. Lenenergo responded that the company's average savings in all auctions is 5-7%, which is quite acceptable.

The company also explained that the involvement of contractors from all over Russia with experience in cooperation with Rosseti structures is not at all connected with some kind of behind-the-scenes agreements.

The thing is that in St. Petersburg today there is an acute shortage of contractors and you have to literally look for them all over the country: "More than 200 companies from all over the country were involved in the successful implementation of the program."

The company, according to its representatives, does not allow any discrimination against contractors. On the contrary, in 2016 she transferred 95% of all her purchases to online auctions and provides everyone with the opportunity to take part in them: "To ensure maximum access to purchases of small and medium-sized businesses, we even refused a security deposit, although this is not required by law" .

After the merger of Lenenergo and SPb ES, the customer naturally became larger. At the same time, as a result of the consolidation of city networks, duplicate capacities left. The optimization of the investment program made it possible to clearly prioritize the reconstruction and construction of power facilities. At the same time, several large contracting companies left the market, and new players capable of comprehensively performing a wide range of tasks have not appeared during this time. Partially, we managed to occupy the vacant niche. Although, if we analyze the recent tender procedures, which were divided into work with power supplies and the construction of high-voltage substations, it can be noted that many new growing companies came to work on distribution networks. As for the Meridian group of companies, we have recently completed work on contracts concluded with Lenenergo back in 2014. We also received several fairly large projects from SPb ES, but after optimizing the customer's investment program, some of them were frozen. Now Lenenergo is starting to have larger objects again. At the end of 2014 and the beginning of 2015, we faced a very cautious lending policy of banks. In the current situation at that time, the main difficulty for contractors was obtaining bank guarantees. Currently, this problem no longer exists. Banks look at interaction with Lenenergo with optimism, and, accordingly, competition is growing.

In general, the past 2 years have worked well. Consolidation of energy assets is going quite well. The number of power grid companies is decreasing. After the city returned the blocking stake in PJSC "Lenenergo", debts for technological connections accumulated over more than 10 years were returned. In my opinion, financial and production discipline has already become the norm in Lenenergo. In addition, the road map, formed on behalf of the President, was executed. We managed to reduce the time for technological connection and significantly improve the position of St. Petersburg in the World Bank's Doing Business rating (assesses legislation related to business regulation and its application. - Ed.). For the first time, an intersectoral energy balance was formed on the basis of the "input - output" principle. It is a development and planning tool. We also specified the scheme for the development of the electric power industry in the medium term. The main thing is that the city managed to avoid a sharp increase in tariffs. However, there are also disadvantages: we are slowly turning around in terms of implementing investment programs. Then we catch up with the deadlines by the end of the year. This applies to landscaping work, increasing the payload on sources, cabling, and work on the renewal of fixed assets.

“Today, PJSC Lenenergo has the most significant violations in terms of production culture,” confirms Irina Lesnichenko, leading specialist of the road maintenance department of the Committee for the Improvement of St. Petersburg. She has her own numbers: 8,427 sq. meters of sidewalks and the roadway after the work of power engineers are in substandard condition. Basically, we are talking about the city center - Admiralteisky and Central districts.

“Lenenergo is one of the leaders among the city's infrastructure companies, which, in principle, open the largest number of orders and perform the largest amount of work,” the energy company justifies. And in 2016, the company actually worked in an emergency mode, fulfilling the program for eliminating accumulated obligations for the technical connection of subscribers. “We have been fulfilling a five-year volume in a year,” Alexander Bykanov told Public Control.

Lenenergo claims that it has drawn up more than 10,000 connection agreements in St. Petersburg in a year. These debts have accumulated for many years, but the situation became especially critical in 2014-2015, when the company faced financial difficulties and practically did not add new subscribers at all. As a result, federal funds were allocated to her with the condition that all work be completed by the end of 2016. Apparently, there was no time for compliance with formalities. According to officials, the estimates initially included funds for fines.

Finally, the energy companies also complain about objective difficulties: cars are parked in the yards, which power engineers have no right to move, and dug trenches are often filled with groundwater. However, the company eventually fulfilled its obligations to subscribers, according to Lenenergo. The only thing left to do was clean up after yourself.

Let's wait for the summer

Meanwhile, Oleg Zotov continued to reproach the Lenenergo representative in Povarsky Lane. “Someone will slip, fall sooner or later, break his leg,” he said, pointing to the mounds of gravel, “Or a stone will fly off into the windshield. It's just risky, it can end badly in the end."

The Lenenergo contractor is waiting for the summer period, Alexander Bykanov justified himself. According to the resolution of the GATI, the primary restoration of landscaping is carried out in all weather conditions, they objected to him. First, temporary asphalt is laid, and in the summer it is already changed to permanent. So in the summer we can expect a new round of street work.
