The commission has a certain time to make a decision (3 months), whatever the verdict, the citizen must be notified of the decision of the commission in writing and without fail.

How to get paid?

To issue and receive ERUs, you will have to prepare a package of documents and apply.

What documents are required to receive payment:

  1. Application filled in the prescribed form.
  2. Passport or a document temporarily replacing it (identity card).
  3. Passports and other documents of all applicants (if there are children, then a birth certificate of the child can be used).
  4. Certificate of ownership and extracts from the cadastral books, as well as any other documents confirming the place of registration or residence of a citizen and his family members.
  5. Certificate from the place of work and a statement confirming the fact of service of a citizen in the Ministry of Emergency Situations.
  6. SNILS and its copy (for all family members).
  7. Certificates from the place of study of all children (if the children have not reached the age of 23 or study at a school or university).
  8. Extract (certificate) from the house book.
  9. Statements from personal accounts or bank cards of all family members of an employee of the Ministry of Emergency Situations (required information for the last 5 years).
  10. A copy of the social tenancy agreement (if any).
  11. A copy of documents confirming the right of a citizen to receive living space.

Still have to:

  • prepare copies of all the above documents and certificates;
  • provide the missing certificates within the period established by the commission (if required).

If the documents are not collected in full, the commission may require the missing certificates to be provided within the specified period. If this is not done, then the payment will be denied.

If a citizen for one reason or another cannot prepare the necessary certificates, then he must replace them with others. This should be notified to the commission, according to which some certificates can be replaced by others.

What determines the amount of the payment:

  • from the employee's region of residence.

Despite the fact that the payment is provided for by federal law, its size is not strictly fixed. That is, a citizen can receive any amount, but it all depends on related factors: the number of dependents, rank, etc.

The problem of receiving social benefits

According to available data, it is not so easy to receive benefits, it is not enough to collect documents and get a positive decision from the commission. You have to stand in line. ERUs can only be obtained on a first-come, first-served basis. To do this, you need to register.

According to federal legislation, in 2017, more than 7,000 employees of the Ministry of Emergency Situations “stand” in the queue, who must receive ERUs by decision of the commission.

Only employees of the ministry with many children are entitled to receive benefits out of turn. There are certain exemptions for this category of citizens. Social guarantees of the state for employees of the Ministry of Emergency Situations are fixed by the Federal Law-283 of December 30, 2012. However, in addition to this law, the provision of housing for employees of paramilitary organizations in which military service is provided can be carried out on the basis of the Federal Law “On the Status of Military Personnel”.

The Ministry of Emergency Situations of Russia also belongs to such organizations. This means that the provisions of both laws apply to its employees performing military service, which makes it possible to significantly expand.

Housing options

For employees with special ranks and serving in the institutions and bodies of the FPS of the State Border Guard Service, the following apply:

  6. Housing subsidies are provided in the form of a lump sum social payment. At the same time, payments for housing are calculated based on the number of family members, and are provided within the allocated budget funds.

Persons who are entitled to receive ERUs only after 5 years have elapsed after they have committed these actions:

  1. alienation, that is, the sale or gift of real estate,
  2. resettlement of persons who are not family members,
  3. property exchange,
  4. violation of the terms of the social lease agreement, in connection with which he was evicted from the provided housing to an apartment with a smaller area, or without providing other real estate at all.
  5. allocation of shares to other owners.

But considering the features professional activity for a certain category of persons, in order to increase their motivation for more efficient performance of their duties, ERUs are provided outside the budget allocations, and the fact of intentional deterioration of living conditions is not taken into account.

For servicemen of rescue military formations of the Ministry of Emergency Situations(excluding civilian personnel):

, is granted on the same basis as for military personnel. Available to NIS participants who have been on the register for at least 3 years. Order of the Ministry of Emergency Situations on Housing No. 535 dated September 14, 2009 contains a detailed list of persons eligible to participate in the NIS, as well as a sample report on its inclusion in the register.

Who is eligible for housing or ERUs

Persons who have served for at least 10 years, excluding preferential service, have the right to receive an apartment in ownership, a social lease agreement, or receive ERUs, if they:

  • are not tenants of housing under a social lease agreement, as well as owners of other residential premises,
  • live in dormitories or communal apartments,
  • are tenants or owners of real estate, but the area of ​​the apartment is less than 15 sq.m. for each family member living with him,
  • live in apartments that do not meet the requirements for living quarters,
  • lives in two or more families, in a one-room apartment or an adjacent non-isolated room,
  • are tenants or owners of real estate, but at the same time, as part of the family, they have a patient whose form of illness makes it impossible to live together.

In addition, the right to housing for employees of the Federal Border Service of the State Border Guard Service is preserved if his death was related to the execution of his official duties, and was also a consequence of his injuries or injuries.

In addition, the right to housing is also reserved for retired citizens of the Russian Federation from the ranks of the FPS, if they were registered as in need of housing before their retirement.

A military mortgage for rescue military units of the Ministry of Emergency Situations (former civil defense troops), however, as well as for other military personnel, is provided without taking into account whether the employee has an apartment or other real estate, both owned and under a social lease agreement.

The only indispensable condition is participation in the NIS for at least 3 years and further continuation of service to the Motherland.

Housing norms and subsidies

For employees of the Ministry of Emergency Situations, the provision of housing in kind or under a social lease agreement is carried out taking into account. These norms are:

  • For a single person - 33 sq.m.
  • For a couple - 42 sq.m.
  • For a family of 3 or more people - 18 sq.m. for everyone.
  • Persons with the rank of colonel and above, as well as those to whom these ranks were awarded on the day of their dismissal from service.
  • Persons with academic titles or degrees, as well as those who received them on the day of dismissal.

If a firefighter has the right to additional square meters for both reasons at once, only one is taken into account.

In addition, taking into account the design features of the apartments, housing for employees of the Ministry of Emergency Situations can be increased to 9 sq.m.

The subsidy for housing in the Ministry of Emergency Situations is calculated based on the same living space standards, but if there are grounds for obtaining preferential square meters not 20, but only 15 sq.m. are taken into account.

Social rent apartments or ERUs

In order to receive living space for employees of the Ministry of Emergency Situations from the state - under a social lease agreement, in ownership or by obtaining a subsidy, they must have at least 10 years of experience, and also be registered as in need of housing.

Real estate is provided on a general basis, and privatization is carried out on a general basis. In case of refusal of the provided real estate, the firefighter has the right to receive ERUs, which can be used not only to purchase an apartment, but also to participate in its shared construction.

The ERU is provided by issuing a housing certificate, which is valid for 2 months from the date of its signing. The owner of the certificate must submit the certificate to the bank within this period in order to transfer money to an open bank account.

According to this certificate, you can issue not one, but two or more apartments for employees of the Ministry of Emergency Situations, the only condition for this is an agreement with all family members on the registration of real estate in ownership, and the provision of real estate purchase agreements for several objects to the bank at the same time.

In addition, if there is a shortage of funds provided by the state, ERUs can be supplemented from their own funds, or used as a down payment when applying for a mortgage loan.

Savings and mortgage system

A military mortgage is issued to servicemen of the Rescue Military Units - SVF of the Ministry of Emergencies only after participation in the NIS for at least 3 years. After the expiration of this period, a person has the right to receive a CHL and obtain a mortgage loan.

For three years of participation in the NIS, a serviceman collects on his personal account an amount sufficient to pay off the initial contribution. At the same time, the amounts to the account come from state funds, as well as further payments on the loan.

The amount depends not only on the injury / illness, but also on the consequences. If the injury ended in disability, then monthly payment will be made in the appropriate amounts: 2.8 thousand rubles. - the third group, 7 thousand rubles. - the second group, 14 thousand rubles. - the first group. Posthumous insurance payment carried out once by the whole family of the deceased, to the same extent. Today it is 3 million. Payments for the purchase of an apartment

The calculation of such payment is carried out taking into account the number of people in the employee's family. It is noteworthy that if the family deliberately worsens their own living conditions, they will not be able to apply for a housing allowance for the next five years.

Premium payouts

Certain employees are provided bonus payments, usually in the amount of three salaries, as a reward for conscientious performance of one's work and recognition by superiors of service merits. There is also a bonus for placing on the honor roll. There is also a kind of bonus that is given out every month. As a rule, it is a quarter of the salary amount. Bonuses are provided for upcoming holidays (for example, professional ones - the day of the Ministry of Emergencies). Travel allowances

17. A one-time social payment is provided to employees (citizens) in the order of priority of their registration.

In the event of the death (death) of an employee due to injury or other damage to health received in connection with the performance of official duties, or an illness acquired during the period of service in institutions and bodies, a lump-sum social payment is provided in equal parts to those who applied for it, who cohabited with dead (deceased) employee to members of his family no later than 1 year from the date of death (death) of the employee.

The total area of ​​the living quarters accepted for the calculation of the lump-sum social payment, which in this case is subject to division among the family members of the deceased (deceased) employee, is determined based on the conditions and the number of members of his family living together with the employee, including the deceased (deceased) employee, per day, preceding the day of death (death) of the employee.

18. The decision to provide an employee (citizen) with a one-time social payment is approved by order of the head of the territorial body, organization and institution of the EMERCOM of Russia, which indicates:

a) last name, first name and patronymic (the last one, if any) of the employee (citizen);

b) day, month, year and place of birth;

c) the position occupied by the employee (indicating the special rank), place of service;

d) the right of an employee (citizen) to additional living space;

e) the size of the allocated lump-sum social payment.

19. In case of disagreement with the decisions made by the commissions, employees (citizens) have the right to appeal them in the manner established by law Russian Federation.
